Roles at NAAEE:Board
Jeff Tarbert retired in 2013 as senior vice president of the American Public Power Association, the national trade association representing municipal and other local, government-owned electric utilities. While at APPA he oversaw all member service and educational programs, the generation of association revenue, and was board chair of the associations’ for-profit subsidiary. He also taught and offered consulting services to executives and directors of non-profit utilities in the areas of governance, strategic planning, and executive leadership.
Jeff currently heads his own consulting firm providing governance effectiveness and facilitation services to public power boards and city councils. Dr. Tarbert has degrees in political science, public administration and higher education administration from Wittenberg University, Springfield, Ohio, and George Washington University, Washington, D.C.; where he previously served as adjunct professor in the Graduate School of Education.
He is the former mayor of the City of Falls Church, Virginia; and served two terms as chair of the Falls Church School Board. He was appointed to the board and elected chair of the Northern Virginia Community College, the nation’s second largest community college, with more than 76,000 degree students on 8 campuses. He served for 21 years on the board of the National Energy Foundation; and is now on the board of the Northern Virginia Regional Park Authority. For 10 years, Jeff has volunteered as a trail ranger with the National Park Service at the C&O Canal and Great Falls Historic Park in Potomac, Maryland.
Tarbert is the author of the book “Governing for Excellence: Raising the Bar on Public Power Governance,” published in March, 2016 by APPA.
