Job Description:

Lynker is searching for a talented Instructional Designer with a technology and science focus to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management. This position is located in Charleston, South Carolina or Silver Spring, Maryland.

This exceptional individual will serve as an Instructional Designer with a focus on instructional technology and coastal science applications, supporting the design and development of training products and services for adult coastal management audiences. Products and services developed may be instructor-led or on-demand online products, or blended learning solutions. The successful candidate will understand and effectively implement adult learning principles and strategies using a variety of learning technologies, will be adept at working closely with management and subject matter experts both internal to NOAA and in important external partner groups, and will be skilled at incorporating input from learners. 

The successful candidate will serve as an Instructional designer within the Learning Services Division of the Office for Coastal Management. The candidate will work as part of a high functioning team responsible for bringing innovation, efficiency, and technical acumen to the instructional design and development of public facing learning products available via NOAA’s Digital Coast. 

 

Core responsibilities include, but are not limited to, the list below:

  • Applying learning and adult learning science best practices to advance the quality of NOAA’s Digital Coast Academy products and services.
  • Designing and developing learning products and services that support coastal professionals in the use and application of NOAA science, data, and tools to address inundation and other priority coastal issues. 
  • Bringing innovation, efficiency, and technical acumen to the instructional design and development process, recommending appropriate instructional approaches and technologies, scoping and prototyping products, developing and coordinating graphic and multimedia inputs for public facing learning products that support the work of coastal professionals. 
  • Working independently as a task leader with subject matter experts, trainers, and technical specialists to understand learning audience needs, analyze content and learner job tasks and environment, and identify training strategies (including learning objectives, appropriate learning approaches and delivery mechanisms) to achieve objectives.
  • Coordinating input to design, develop, and produce effective learning materials (e.g. content, activities, videos, job aids, knowledge checks, interactive modules).
  • Developing testing/evaluation instruments (formative and summative) to determine the effectiveness of the instructional strategies.
  • Providing insights and feedback within the instructional team, guiding and mentoring junior staff, and ensuring highest standards and innovative technical solutions are brought to OCM’s instructional design and development processes and end products and services.
  • Serving as a learning consultant to NOAA subject matter experts and external partners.

Required Qualifications:

  • MA or MS in related field, plus 6 years of experience
  • Demonstrated skill applying a variety of learning technologies to meet specific learning needs, developing solutions based in sound learning theory and training industry practices. 
  • Experience conducting training needs assessment scaled to meet project needs and scope to recommend appropriate instructional and technical solutions.
  • Technical skills and ability with Articulate Storyline 360, Adobe Captivate, or similar instructional software and in producing a variety of media formats needed for online and blended learning solutions.
  • Well-developed collaboration skills to work with cross-disciplinary teams to understand priority needs of target audiences for learning solutions that support use and application of data and technical tools for improved on-the-job performance.
  • Demonstrated ability to implement and provide expert technical assistance and recommendations to customers in the design, development, delivery and use of online and blended learning applications.
  • Demonstrated ability to build relationships with management, colleagues, and external partners.
  • Strong communication and organizational skills and excellent interpersonal skills.
  • Self-starter with ability to work in a small team environment without direct day-to-day supervision.
  • Ability to follow standard operating procedures and guidance documentation.
  • Ability to pass a National Agency Check (NACI).

Preferred Qualifications:

  • Work in environmental science, planning or policy, coastal management, marine/estuarine ecosystems, or a related field 
  • Knowledge and experience in the technical and educational applications needed by professionals working in coastal science, planning, and management positions to address coastal inundation issues with communities.
  • Expertise in developing video-based instructional material. 
  • Experience developing and administering courses in a learning management system and supporting learner interaction through collaborative learning tools.
  • Experience working with state and federal agencies, including familiarity with the administrative, accessibility, and security requirements of government web products.
